This document is based on the premise that we want to put as few constraints on freedom of expression as possible but also enhance our ability to freely decide to act responsibly when expressing ourselves and to enhance our resilience when others don’t act responsibly but offend us, or attack our core values. It therefore focuses on addressing the Cons of free speech, rather than all the Pros which we inherently agree with and accept as essential in underpinning the operation of our democracy and our freedom.
