Should Nolan's Principles of Public Life by revised?

Nolan's Principles were penned over 25 years ago so maybe it's time for a rethink? Maybe with the growth of zero hours contracts and the gig economy people will experience more benefits inertia and be less tolerant of those that seek to govern them.
It's been suggested that manifesto and policy promises should be monitored using an annual traffic-light like report by an 'independent' body. Whilst Nolan's fifth principle covers openness and transparency - does it really? How does one measure and report on financial clarity and transparency in public life and should these factors be part of a Nolanesque type document? Discuss. It's like 'a moral lie' or 'how long's a bit of string?'. Confuzzling isn't it?

The front page of today's Metro (https://www.bbc.co.uk/news/blogs-the-papers-57109533) shows a picture of what may or may not be Cameron's Sleazyjet. Were any of Nolan's Principles contravened by these actions? Is it a matter of morals, ethics or both?
