    ‘Levelling Up’ – What is it? Why is it necessary? How should it be done?

    The Government has pledged to ‘level up’ the UK but what does that mean?

     

    Discussion Agenda

    What is it?

    What gets publicised - Infrastructure, Northern Powerhouse, Road, Rail, Freeports…………….?

    What else does it/ should it include? -  Eradicating Absolute Poverty, Educational Qualifications, Asset Ownership, Jobs created, Zero Carbon, Healthy Life Expectancy, Overall Equality of Wellbeing…………….?

    Why is it necessary?

    What have been the barriers to it happening?

    Have we got the balance between Central Control and Local Control right?

    How should it be done?

    What can be done quickly and what in the long-term? When will people see a result? Will it tackle root causes?

    Who is responsible?

    What would count as success?

    How should results be measured?

    Is 'Levelling up' about to be levelled? The BBC website seems to think so.
